Caltrans and SANDAG Establish Temporary Construction Yard Near I-5/Manchester Avenue Interchange

SAN DIEGO—Beginning today, construction crews working on Build NCC, a comprehensive package of highway, rail, and environmental improvements near the San Elijo Lagoon, will be installing mobile offices, or trailers, at the temporary construction yard in the northeast corner of the Interstate 5 (I-5)/Manchester Avenue interchange.

Over the next several months, construction equipment will be mobilized in the yard. Construction yard operating hours are Monday – Friday from 6 a.m. to 5 p.m., with night and weekend work as needed. Crews will work to minimize impacts to the neighboring community to the greatest extent possible.

Prior to Build NCC’s anticipated completion in 2021, the temporary construction yard will be replaced with a new Park & Ride/Multi-use facility and community gardens. The community gardens will be maintained by the San Elijo Lagoon Conservancy as part of an ongoing partnership between the Conservancy, SANDAG, Caltrans, and the California Coastal Commission.

Caltrans would like to remind motorists to be ‘Work Zone Alert’, ‘Move Over’ a lane when safe to do so and slow down when highway workers are present with amber lights flashing.

Build NCC is the first phase of construction on the North Coast Corridor (NCC) Program. Build NCC includes extending the existing carpool lane on I-5 in each direction from Lomas Santa Fe Drive to State Route 78, double tracking the rail line at the San Elijo Lagoon, replacing the highway and rail bridges at the San Elijo and Batiquitos lagoons, restoring the San Elijo Lagoon, and nearly 10 miles of new bike and pedestrian trails.Construction on Build NCC began in early 2017 and is anticipated to be complete by 2021. Construction schedules are subject to change.
