The latest:

Since July 1 (start of state fiscal year ’19): The scope of work for the CASP update was approved by FAA and grant funds were released, allowing Caltrans to solicit Requests for Proposals (RFPs) from interested consultants. The review of RFPs and selection of a consultant will take the project into early 2019 (calendar year).

What’s Next:

Proposals for conducting the update need to be reviewed and scored by Caltrans staff to keep the selection process objective and factual to find the most qualified contractor. At the same time, we’ll record input from a Steering Committee of volunteers and stakeholders to share with the selected consultant—within the scope of work—to keep the project effective.

What to keep in mind:

Caltrans seeks to apply the California Transportation Plan across rail, road and air transportation modes for effective integration and economic benefits. The Aeronautics Division needs to update the CASP to show how aviation can do its part.

Purpose

The CASP was first introduced in 1989 when codified in California Public Utilities Code Section 21702 but has not kept pace with California transportation planning. Likewise, FAA Advisory Circular 150/5070-7, Airport System Planning, has evolved without an updated approach in California. The purpose for updating the CASP is to better align aviation planning from the perspective of both the FAA and Caltrans to positively demonstrate that aviation is an integral part of California’s multimodal, transportation system.

Objective

Create a single-volume, vision document that integrates FAA and Aeronautics priorities for aviation in a manner that aligns with the California Transportation Plan.

Federal and State goals that need to be achieved

Outline no more than six high-level goals that will guide the CASP.
